Soviet and Russian military technology  come to China  “on the cheap”  because of the policies of the Kiev authorities seeking for instant profits

Ukraine regularly sells to  China complete sets of technical documentation and sends the  samples of products, intellectual property rights of which  are owned by Russian companies. Chinese costs are many times smaller than would be  in the case of the acquisition of similar  products in the Russian Federation. During the negotiations of 2005-2007 for the supply of small landing hovercraft  party  of project 12322 “Bison” the Russian side insisted on the acquisition by  Beijing  of 10-15 units as a condition for the transfer of technical documentation. Instead, in 2008, China has signed with GC “Ukrspecexport” contract to purchase four “Bison.” Two of the ships were to be built at the shipyard “More” (Theodosius), two more – assembled in China, with transferring  of the  complete set of design documentation  to customer. Since the construction of ships is the intellectual property of  Russian  Design Bureau “Almaz”, the Ukrainian side were made minimal changes, resulting in supposedly appeared “Ukrainian” project 958 “Bison”.
