Reconciliation of the opposing sides

Within last 24 hours, truce agreements have been signed with representatives of 4 inhabited areas of the Latakia (1), and Hama (3) provinces.

The total number of inhabited areas, the leaders of which had signed reconciliation agreements, has reached 914.

Negotiations on joining ceasefire regime have been continued with field commanders of armed groups in the Muaddamiyah al-Sham inhabited area in the Damascus province, and detachments of the armed opposition in the Homs, Hama, Aleppo, and al-Quneitra provinces.

The number of ceasefire application forms signed with leaders of armed groupings remained 69.

Ceasefire observation

Within last 24 hours, 48 shellings performed by illegal armed formations have been registered in the provinces of Aleppo (16), Damascus (20), Latakia (9), Hama (2), and al-Suwayda (1).

Armed formations, which had claimed to join the ceasefire regime, have fired improvized MLRS, air defence systems, tube artillery, mortars and small arms against Hai al-Ansari quarter in the Aleppo city; Duma, Aisem Fauka, Mazraat Makhmud, Blelije, Jaubar, Bala al-Kadima, Harasta, and height 612 in the Damascus province; Tauma, Ain al-Qantara, Quinsibba, Dagdan, Sandran, Rasha, height 629, and Abu Ali mount.

In the Aleppo province, armed formations of terrorist groupings have fired improvised MLRS, tanks, mortars and small arms against Ansar inhabited area, Hamdaniya 4, 3000, Karm al-Torab, Binyamin, 1070, Ramusi, and Leramon quarters, al-Assad military academy (three times), Kastello trade center (twice), areas of paperboard plant and former military school in the Aleppo city.

Jaubar (three times), Arbin (four times), Haush Nasri (twice), and Kabun inhabited areas, Adawi quarter and al-Wafidin camp have been shelled in the Damascus province.

In the Hama province, terrorists have shelled a thermal power station in Makharda (twice).

Marj Shili has been shelled in the Latakia province as well as Tell Garbi height in the al-Suwayda province.

Russian Aerospace Forces and Syrian Air Force did not make strikes on opposition armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

Three humanitarian events have been held, in course of which citizens had received humanitarian aid:

in Masyaf (Hama province) – 2 tons;

in Marj Shali (Ltakia province) – about 1 ton;

in al-Khalidiyah area (Haliya Farhad school, Zekwa Hazel school) of the Aleppo city – 3 tons.

The General Staff of the Russian Federation announced large losses of terrorists in Aleppo

Chief of the General Staff of the Russian Federation Valery Gerasimov said on Wednesday that all the terrorist attacks in Aleppo with the hope to escape from the city were repelled, the terrorists have suffered huge losses.

According to Gerasimov, the Syrian government forces were able to repel all attacks of the militants, who suffered heavy casualties and they do not the possibility to escape from the city.

Whis this Gerasimov called faction leaders who remain in the city, to lay down their weapons and leave the city.

Gerasimov has assured that the Russian Center for Reconciliation and government troops are ready to ensure the safety of the exit of the city.

It will be possible to exit Aleppo during the next humanitarian pause, which will operate 4 November from 9.00 to 19.00. According to Gerasimov, the decision on cease-fire has been taken to avoid the “senseless victims.”

Militants in 15 More Towns Give up Fight against Syrian Gov't

      The Russian Peace Coordination Center in Syria said on Saturday that militants in fifteen more towns have given up fight against the Syrian army troops and popular forces and joined a peace agreement with Damascus.

The Russian Peace Coordination Center declared in its latest statement that the total number of the cities, towns and villages that have joined the reconciliation process after laying down arms and stopping fight against the central government now stands at 832.

Also, militant groups in eight towns have laid down arms under a peace agreement with the government on Tuesday.

“Five towns in Lattakia, two towns in Hama and one in Homs have agreed to end fight against the Syrian government,” the Russian center said in a statement on Tuesday.

Also last Saturday, militant groups in seven towns in three provinces arrived at an agreement with government officials to give up fight and lay down arms.

“Five towns in Lattakia, one in Hama and one in Homs have accepted the terms for the peace process,” the Center said in a statement carried by the Russian Defense Ministry’s website on Saturday.

    The Russian Defense Ministry said that Russian and Syrian radars proved that Belgian jets struck a Syrian village of Hassajek.

    The Russian Defense Ministry will unveil flight path details of the Belgian Air Force jets at the time of the deadly strike on a village near Aleppo in Syria, Ministry spokesman Maj. Gen. Igor Konashenkov said Thursday.

   “Russia has effective air defense means to maintain round the clock monitoring of the air situation over almost the entirety of Syria. Besides us, Syrian air defense systems that have been restored over the past year control airspace… Not to be unfounded, today we will present information about the flight route and the actions of the Belgian Air Force and US Air force aircraft in Syrian airspace on October 18,” Konashenkov said.

   The Russian center for Syrian reconciliation said it had received local reports of an airstrike by Belgian F-16 fighter jets on Kurdish positions in the village of Hassajek. Neither Russian, nor Syrian aircraft were in the area, while the Belgian defense minister dismissed claims of responsibility.

Armed formations, which had claimed to join the ceasefire regime, have fired improvised MLRS, mortars and small arms against Azizi inhabited area (twice) in the Aleppo province, and Hai al-Antari quarter in the Aleppo city; Harasta, Duma, Bala al-Kadima, Kafr Batna, Blelije, and Jaubar inhabited areas, height 612 in the Damascus province; height 565 in the Latakia province.

In the Aleppo province, armed formations of terrorist groupings have fired improvised MLRS, tube artillery, mortars, AT guided missiles, grenade launchers and small arms against Hananu Shimaliya Bakirtaya, Benyamin, Ansar, Shurfa and Maarata inhabited areas, al-Maidam (twice), Dahiya al-Assad, 1070 (three times), Hai al-Ansari (three times), Ashrafiyah, al-Khalidiyah, Hai al-Antari (twice), and Sheikh Maqsood quarters, Kastello trade center, al-Assad military academy (twice), cement plant and storages, al-Nayrab airport in the Aleppo city.

In the Damascus province, terrorists have shelled Haush Nasri (twice) and Haush Harabu inhabited areas, medical service school in Harasta (twice), Sahat Abbasiyyin Square, Ibn al-Walid hospital (twice), sports ground, and positions of the government troops in Jaubar.

Maan and Kaukab inhabited areas, positions of the government troops near Skandriya, and a thermoelectric power station in Makharda have been shelled in the Hama province.

Russian Aerospace Forces and Syrian Air Force did not make strikes on opposition armed formations, which follow ceasefire regime and informed the Russian or American Centres for reconciliation about their location.

Humanitarian aid to the population of Syria

Citizens of Hadar (al-Quneitra province) have received food products (about 2 tons) – sugar, flour, rice, tea, and canned products.

Low income families have received 650 bags with bread (about 1 ton) in Hasan Kayali school (Zuhur area, Aleppo city).

According to the information, which had been received by the Russian Centre for reconciliation of opposing sides from representatives of the Afrin council, Hassajek village suffered an air strike at 3 a.m. on October 18.

Two living houses have been destroyed, 6 people were killed and 4 ones were injured.

Aircraft of the Russian Aerospace Forces and Syrian Air Force did not operate in this region.

Aircraft of the international coalition were performing tasks near Hassajek village at night on October 18. Air situation control systems have detected two F-16 of the Air Force of the Kingdom of Belgium at the specified time and area.

In the Aleppo province, armed formations of terrorist groupings have fired improvised MLRS, mortars and small arms against Bakirtaya, Shurfa and Azizi inhabited areas, 1070, Suleiman Khalabi, Hai al-Antari, Sheikh Maqsood, Dahiya al-Assad, and al-Maidam quarters of the Aleppo city, cement plant and Kastello trade center,  positions of the government troops near Ramusi, 1070 and Leramon quarters of the city.
